Chat is the faster of the two and is the right channel for anything time-sensitive: a deposit that has not credited, a payout status, a document rejected during verification. Email suits anything that needs attachments or a paper trail, and a complaint that might later be escalated should always go by email for exactly that reason.
What to put in the first message
An agent can only act on specifics. Include the email address registered on the account, the transaction or request reference, the exact amount, the payment method, and the date and approximate time. Attach a screenshot of the confirmation from your bank or wallet if a payment is involved. A message containing those five things is usually answered in one reply; a message saying that a withdrawal has not arrived takes three exchanges to reach the same point.

Money that has already left your account is very often only pending on the operator's side, and a Multibanco reference in particular credits when the confirmation reaches the operator rather than the instant you pay it.
